The Department of Homeland Security (DHS) has strongly condemned the allegations of a Haitian migrant assaulting a disabled 15-year-old girl, describing them as appalling.
Cory Alvarez, a 26-year-old from Haiti, faces charges for the assault of the teenager at a Massachusetts hotel, a place providing shelter to migrants. He arrived in the U.S. last summer through President Biden’s CHNV parole program, flying directly from Haiti to New York City.
The CHNV program, representing Cuba, Haiti, Nicaragua, and Venezuela, permits up to 30,000 individuals each month from these countries to enter the U.S. They are granted two years of humanitarian parole, allowing them to work in the country.

Officials assure that these individuals undergo thorough screenings and vetting against national security and public safety databases to prevent any threats from entering the country.
Migrants from Cuba, Haiti, Nicaragua, and Venezuela must have a financial supporter in the U.S. and are responsible for their travel arrangements, as stated by administration officials.
The policy, initially introduced for Venezuelans in October 2022, requires migrants to have a U.S. sponsor, not to have entered illegally, and to pass specific checks.
In January 2023, the administration expanded this program to include Haitians, Nicaraguans, and Cubans, offering them work permits and a two-year stay in the U.S. This was announced alongside the expansion of Title 42 expulsions to these nationalities.

After a report of a sexual assault at a Comfort Inn in Rockland, Massachusetts, police investigated the hotel, which is part of a program to shelter migrant families, where Alvarez resided.
The Plymouth County District Attorney’s Office reported that Alvarez pleaded not guilty to the charge of aggravated rape of a child in Hingham District Court.

The DHS, while unable to comment on ongoing criminal proceedings, emphasized the severity of the alleged crime and the importance of holding individuals accountable under the law.
